Every turn follows a strict script. You must perform these phases in order.

1. Refresh Phase (The Reset)

This is the "cleanup" before you start your turn.

  • Return DON!!: Take all DON!! cards currently attached to your Characters/Leader and put them back in your Cost Area. Crucial Note: All "+1000 Power" buffs from attached DON!! expire at this moment.

  • Set Active: Turn all your Rested (sideways) cards to Active (vertical). This includes your Leader, Characters, Stage, and DON!!.

2. Draw Phase

  • Action: Draw 1 card from your deck.

  • The "Going First" Rule: The player who takes the very first turn of the game skips this phase. They do not draw. This balances the advantage of playing the first card.

3. DON!! Phase

  • Action: Draw 2 DON!! cards from your DON!! deck and place them in your Cost Area (Active).

  • The "Going First" Rule: On the very first turn of the game, Player 1 gets only 1 DON!!.

  • The Cap: Once you have 10 DON!! cards in play, you stop drawing them.

4. Main Phase (The Sandbox)

This is where 90% of the game happens. Unlike other games with strict "Main Phase 1" and "Main Phase 2" splits, One Piece lets you do actions in any order.

  • Play Cards: Rest DON!! to pay for Characters, Events, or Stages.

  • Attach DON!!: Move Active DON!! from your Cost Area to a Character/Leader to give it +1000 Power (during your turn only).

  • Activate Effects: Use abilities that say [Activate: Main].

  • Attack: Rest a Character/Leader to declare an attack.

5. End Phase

  • Action: All effects that say "During this turn" expire. Pass the turn to your opponent.

  • No Discard Step: There is no maximum hand size in One Piece. You can hold 15 cards if you want!

This is the most technical part of the game. A "Battle" is split into 4 Steps. You cannot go back to a previous step once you pass it.

Step 1: Attack Step

  • Attacker Action: Rest your Character/Leader and declare a target.

  • Valid Targets: You can only attack the Leader or a Rested Character. You cannot attack Active characters (unless a card effect specifically says otherwise).

  • "When Attacking" Effects: Effects like Zoro's leader ability or Sanji's character ability trigger now.

Step 2: Block Step

  • Defender Action: The opponent decides if they want to use a Blocker.

  • Resolution: If they rest a Blocker, the target of the attack changes to that Blocker.

  • Strategy: If you plan to Block, do it now. You cannot wait to see how much Counter power they use in Step 3.

Step 3: Counter Step (The Most Important Step)

This is the only time the defender can boost their power. The attacker is done; they cannot add more DON!! now.

  • Character Counters: Discard characters from your hand to add their Counter +1000 or +2000 value to your defending card.

  • Event Counters: Play Event cards with the [Counter] icon (requires leaving Active DON!! open).

  • The Math: To survive, your Total Power must be greater than the Attacker's Power.

    • Example: If they attack with 6000, and you are at 5000:

      • +1000 Counter (Total 6000): You LOSE (Ties go to Attacker).

      • +2000 Counter (Total 7000): You WIN (Survival).

Step 4: Damage Step

  • Compare: Attacker Power vs. Defender Power.

  • Tiebreaker: If Power is equal, the Attacker Wins.

  • Result:

    • If a Character loses: It is K.O.'d (sent to Trash).

    • If a Leader loses: Take 1 Life card to hand.

Keyword Effect Description
Rush This character can attack the turn it is played. (Ignores "Summoning Sickness").
Blocker When your opponent attacks, you may rest this card to make it the new target of the attack.
Banish When this card deals damage to a Leader, the Life card is trashed instead of added to the opponent's hand.
Double Attack If this attack hits a Leader, it deals 2 damage instead of 1.
Trigger If this card is the top card of your Life stack and you take damage, you may use its effect for free immediately.
Once Per Turn This effect resets at the start of your next turn. You can use it again next turn.
On Play This effect activates immediately when the card is played from your hand.
When Attacking This effect triggers in Step 1 of the Battle Protocol (before Blocks).
Activate: Main You can choose to use this effect during your Main Phase (usually requires a cost like resting DON!!).
DON!! x1 This effect is only active if the card has at least 1 DON!! card attached to it.
DON!! -1 You must return 1 DON!! card from your field to your DON!! deck to activate this effect.


Resource Management Keywords (The DON!!)

The One Piece TCG is unique because of its resource system. Understanding these costs is critical.

  • DON!! x1 / x2: This effect is Continuous but only active while the specified number of DON!! cards are attached to the character.

    • Example: " **** Draw 1 card." This means you must attach 1 DON!! to the character before you attack to get the draw.

  • DON!! -1 / -2: A cost requiring you to return specified number of DON!! cards from your Field (Cost Area or attached to characters) back to your DON!! Deck.

    • Strategy: This sets you back on resources for next turn (Ramp down), but usually pays for very powerful effects (Purple’s specialty).

  • Rest DON!!: To turn an Active (vertical) DON!! card sideways. This is how you pay for Event cards or Character abilities.

Competitive Slang (Community Terms)

If you go to a local tournament, you will hear these terms. They aren't in the rulebook, but they are the language of the players.

  • Swing: To attack

    • Usage: "I'll swing 6k at your Leader." (I attack your Leader with 6000 Power).

  • Tall vs. Wide:

    • Going Tall: Stacking all your DON!! onto one character to make one massive, unblockable attack.

    • Going Wide: Playing many small characters to overwhelm the opponent with multiple small attacks.

  • Bounce: Returning a card from the field to the hand. (Blue’s specialty).

    • Why it matters: Bouncing a card does not trigger "[On K.O.]" effects, making it a powerful form of removal

  • Bottom-Deck: Placing a card at the bottom of the owner's deck.
    • Usage: "I'll bottom-deck your 4-cost blocker." This is the strongest form of removal because the card is effectively gone for the rest of the game and cannot be revived from the Trash.

  • Lethal: A board state where you have enough attacks to guarantee a win, regardless of the opponent's defensive cards

    • Usage: "I have lethal on board."

  • Brick: A hand full of cards that you cannot play (too expensive) or cannot use as counters (no counter value).

    • Usage: "I bricked my opening hand." (I drew all high-cost cards)

  • Searcher: A card (usually 1-Cost) that looks at the top 3-5 cards of your deck to find a specific card type.

    • Example: Nami (OP01) searches for a Straw Hat type card.

  • 2k Counter: A Character card with a +2000 Counter value.

    • Strategy: You rarely play these cards. You hold them in your hand specifically to discard them for defense. They are your "Shields."

  • Restand / Re-stand: Setting a card from Rested (sideways) to Active (vertical) during the main phase. This allows a character to attack twice in one turn.

1. Forgetting to attach DON!! before attacking

Once you declare an attack (Step 1), you cannot go back and attach more DON!!. If you attacked with 5000 Power but meant to attack with 7000, it's too late. Calculate your math before you turn the card sideways.

2. Playing Counter Events without Active DON!!

To use a card like Radical Beam or Red Hawk during your opponent's turn, you must have Active (vertical) DON!! cards sitting in your cost area. If you spent all your DON!! during your turn, you are defenseless against Event Counters.

3. The Mulligan Timing

In One Piece, the Mulligan happens before you set your Life cards.

  • Correct: Draw 5 -> Decide to Mulligan -> Shuffle & Redraw -> Set Life.

  • Incorrect: Draw 5 -> Set Life -> Look at Hand -> Mulligan.

    You cannot use the knowledge of your Life cards to decide if you want to mulligan your hand.
